As Americans, we need to start a massive outreach of social programs designed to help pregnant women and parents. There are several parts to this.
1. Health care. Every pregnant woman should have access to free, top-notch health care. These should include breast feeding and parenting classes.
2. Free marriage counseling. This would teach parents - particuarly those at risk - to communicate better, and would lead to lower divorce rates. Divorce has a negative effect on children.
3. A high working wage. This would allow mothers to work while making enough money to properly care for their children.
4. A massive increase in the training of foster parents, and a drive to adopt children - particularly older children and sibling groups - who have languished in the foster care system for years.

They also need to be taught values and morals. If they are allowed to do as they please they will having nothing but problems. As they go out into the world of other children who have been let do as they pleased, they will come into conflict.
THere also need to be some interaction from parents. I saw a little boy in the laundry room last week that was playing with a hammer, not a toy one either. He was banging on the wall and knocking the sheetrock down and his dad just continued doing his washing. Parents don't take the effort and time needed to teach their children right and wrong. They give into them for short term peace which in the long run doesn't work parent or child.

Well I would hope as parents we give them more than just food, clothes, shelter. They also need to show respect for other people and themselves, be curteous, have good values, treat people kindly. The probl;em that I have is the faith that they will be ok when I let them leave the house. These predators off all kinds seem to be growing in numbers and are everywhere. So I teach my kids safety and pray that God watches over them and keeps them safe.
