whats a quick and effective way to remove head lice from a child who has had it re-occuring? she is infested.?

Her mother will not allow us to cut her hair.. she has been removed from school etc. HELP FAST

weve done vaseline, vinegar, treatments, hair cuts... Its her mother. She doesnt follow any rules we give her. Her other little sister has it... what do we do... her mother feels she can do whatever she wants. She insists she does her treatments. And my daughter says she never did it. There HAS to be a way to het rid of this!
