He sounds a little nervous, plus he's too young to hold on. He also sounds too young to hold on for as long as you are asking him to, he can't manage a full bladder at that age.
He'll return to the rug because it now smells like the spot where he's supposed to go. Get it cleaned with a biological product and dry it in sunlight to destroy the scent, then put it away until he's housetrained.
And take him out to his proper toilet spot more frequently for the next two weeks.

Alot of dogs will pee when they are excited. He is peeing on the rug because he isnt potty trained yet. Depending on the age of the puppy, you need to take him out once every few hours. For instance if he is 3 months, take him out every 3 hours, 4 months every 4 hours. He just couldnt hold it anymore. You cant keep a puppy in a cage all day and expect him to hold it.

Depending on how long you have been in the house, or wither or not you have had other animals..
dogs that are not fixed, do something called spraying..which tells other animals this is their territory..
your puppy may also have a nervous problem, or feel nervous when you are around, some dogs do this when they get mis treated or yelled at a lot. Not saying you do this, but its a possiblity.
good luck, maybe try to give your puppy some more time outside.

Don't keep him in a cage. Find a room you can put him in that doesn't have carpetting in it and keep him in there. Also think about it, He's been locked up all day and he needs to go BAD. I had a beagle like that and got her to wait til we got home before she did anything. We also let her out in the yard before we went to work.

he's probably excited coming out of his cage . just a suggestion don't keep him in a cage and put something down to train him to pee on

The peeing himself shows submission. Don't get mad at him. Take him outside when you get home & give him treats when he goes outside. He should grow out of it.
If this doesn't work, call a trainer.

he doesn't have complete control of his bladder yet,some dogs take over a year,try putting training pads in the area until he is completly trained it will save you from getting"pissed"

mabye it's just because he's excited 2 c u!!!when ur gone he misses u and when u get home he gets a little over, excited dogs are loyal creatures and "man's best friend"
