Can someone recommend a software program that allows me to LEGALLY extract video clips from a DVD to my computer so that I may save stills as jpeg or clips as mpeg?

You would need two programs: One to convert the DVD to digital video, (Nero Recode) and the other which will make random stills from the digital video. (or it also has a manual mode) find this program at;

what you could do is go to the part of the video in windows media player, itunes, ect, what ever you're using, and press print screen, and copy that into paint, and crop it.
