He has cut up my 2 male neutered cats very badly in the past week.

it is probally a stray and it wants to play so you could catch and bring to the shelter or you could take care of or your just gonna have to get a dog to scare it away you can even keep your cats inside it's your opinion

If it is a stray, you can try to contact local rescues, or see if there is a feral cat spay/neuter program.
Until then, you can try to keep your cats indoors, if possible.

heres what we did when a cat, big tomcat attacked our little dog.
got a gun, loaded it, and BAM!
simple as that. or u can get a dog.

Why don't you put your cats in the house...They are neutered so they can't spray...

before you leave put some slightly crinkled tin foil in front of your door this should scare him off
