You can't just lose weight from your thighs. There is no such thing as spot reduction. In other words if you work only your things you will gain muscle in the thighs but you will lose weight all over your body. You have to just work you whole body on a treadmill for instance and you will lose weight all over your body.

For toning up the thighs: Start by lying down on your right side your elbow holding up your head. Legs straight. Cross your left leg over your right. Lift up your right leg slowly and bring it back down slowly. Do this as many times as you can and then switch over to the left side and do this with your left leg.

To lose fat you have to eat less and more more. That's all there is to is. Fat may not be burned from everyplace you have it at the same rate. Where the fat is burned from first/fastest depends more on your DNA and than on what moves you make.

Good luck

Are you trying to lose fat or gain muscle? the best suggestion if your aim is both is to do high repetitions with low weights. the muscles will elongate and become more shapely and this form of exercise is slightly aerobic.
