You need to select that under the windows color management settings. Right click on an empty space on your desktop and select properties then settings, go to advanced settings and manually change the color settings until they are how you like them.

With Windows (all versions), there's no way to make everything in black and white. BUT you can make some things black and white, such as menus, toolbars, etc. To do that, you'll need to go into your display settings and: 1) RIGHT-click in a blank area of your desktop and hitting Properties. 2) click the tab at the top that says Appearance, 3) click in the section that says Windows and Buttons, then select Windows Classic (this is if you have XP), 4) You'll see a listing of tie various Windows color schemes. Choose the one that says High Contrast WHITE. 5) HIt APPLY, which will change your screen to the new settings (FYI, can take a few moments to do so don't interrupt). Then hit OK and you're done!
