I would recommend perhaps leaving a note saying that after their reaction the last time you asked, you don't feel comfortable approaching them in person again, but that you are respectfully requesting that they keep their stereo turned down as it is disruptive to you in your home. Let them know in the letter that if they choose to disregard the request, you will approach the leasing office and if necessary the police, as there are noise ordinances in most neighbourhoods. Before leaving the note, I'd make a photocopy of it for my own records so you could show the police. I would also start keeping track of any times that they threatened you (verbally or otherwise) and the dates/times that they are playing the stereo loudly so that if you have to call the police, you have specific information to provide them.
It might also even be worthwhile to talk to a couple of the other neighbours to see if they are also disturbed, so you can become allies. That way you aren't in it alone, and you can feel at home in your own neighbourhood despite those bad neighbours.
Good luck!

I would have the police visit your mean neighbor and notify the leasing office. If you do that though, you'll probably make the neighbor even more insane, so I would also install an additional deadbolt lock on the exterior doors and hide a sawed off under the couch.
Moving sounds like a good choice.

Contact your leasing office...this time have your complaint in writing...have 3 copies...one for yourself, your leasing office and the Apartment Association. Inform your leasing office in your letter that you have already addressed this topic with them and they have yet to do anything about it and if it continues to occur you will report this to the Apartment Association. If the noise is occurring during office hours report again to leasing office...see if they will send someone out. If it is after hours then call the police every single time they turn the volume up. It is always better to have your complaints in writing. Also tell them to put the letter in your file.

i would tell them that you're a student and you need to study. thats at least a good excuse for asking them to turn it down - then it doesnt seem like you just dont like them or their music. if it doesnt impove, i would contact the leasing office - you have a right to decent living conditions through them.

Well what ever you do is going to piss off your rude neighbors..so either live with it, (not good) or 1st contact the office, if that does not help call the cops...(personally i think rude people suck and don't deserve any slack.)

Get a more powerful soundsystem, and blast their windowpanes away at full volume. Perhaps then they'll find out that you are bothered by their loud music

Call the police and file a noise complaint every time it happens. They will have a record and you won't have to bother with the intervention.
