Depends on your budget and the features you want. In my opinion, the top contenders in ultra-compact category are:
1. Canon Powershot SD700 IS
2. Sony DSC T30
3. Sony DSC T9
All three of them have Image Stabilization. Canon has a slightly better image quality. The Sony T30 and the Canon 700 are both capable of high ISO shootings with the Canon performing slighly better. However, Sony T30 has an incredible battery life...almost twice that of Canon and also features an amazing 3inch screen. Also the Sony T30 and the T9 have a really cool design and come in black! The Canon SD700 and the Sony T30 are approx $480 each while the Sony T9 is approx $400.

You can also look at Casio S600. Super slim, 2.5" screen, stabilization, best battery life in its class 400+ images per charge(exception fuji F30 may be longer) instead of typical 250 images per charge.

I have found the FugiFilm F10 to be very good in most all conditions. I even purchased a underwater cover and got very good results in the ocean.
