This person a 12 yr old ruined the chance of me going on vacation so I blamed him and said you don't even care and he said...I xare but what can I do?

It means they are dumb and are a coward... They feel that they are only one person and are not going to be a martyr. EG. You work in a place and see someone stealing... You care because it is on your shift and that person is going to get the whole shift in trouble... but your inner self is such a coward that you say oh well if I say something nothing will happen or they will be mad at me... so you retort the simple "what can I do" statement.

It could mean that they care enough about you as a person but don't care enough for a full time relationship.
