Spoiled apples are inedible. Spoiled people, spoiled in the sense of doing illegal or immoral things, aren't fit for society, they spoil things. It comes from the fact that a spoiled apple in a barrel will spoil all the proximate apples.

When there is a rotting decomposing apple in a container of otherwise good edible apples, that rot will spread to the other apples if the rotting apple is not taken out.
Likewise, a "rotten" person is behaving badly and may influence people around him/her, so in time, other people may behave badly also.

I think you mean Idiom, and if thats what you mean, idioms are expressions with specials meanings. so when someone says a bad/rotten apple, it usually mean a bad kid.

it means that the charecter of the person is like a rotton apple or u can say bad or dirty
