That's Neonatal Intensive Care Unit. Specialized unit for neonates or newborn babies needing special medical attention/close observation such as preterm, newborn with cardiac/respiratory probs etc. They are being monitored here and once the newborn is stabilized, they will transfer it to nursery unit...It's like ICU(Intensive Care Unit) for adults.
