What does he lick? try giving it toys with flavoring inside, like processed bones with meat filling, or the kong toys, that you can put treats in.

Talk to your vet if it is so bad your dog is loosing hair in spots. Dogs have feelings too, have you been neglecting it? My mom had a cat that licked it self bald in a couple spots, the vet said its from stress. It also could be your dog has a type of Obesessive Compulsive Disorder. Or it could be fleas- this is flea and tick season. Talk to the vet and they may suggest a medication for your dog to stop it from doing this.

Dogs are commonly known to suffer from OCD (obsessive compulsive disorder) and constant licking can be a sign of this. It could mean your dog doesn't have enough to keep its mind occupied. Apart from more walks in the park you could try giving the dog more challenging toys to play with.

Everytime he licks you say "no" and either get a little water pistol and squirt him (only a little) or buy a clicker and click it at him when he licks you. Also if he is jumping up take him out of the room for a while. Hope it all goes well!!!

if its you he's licking then just push him away and don't look at him or say any thing, he will learn that if he wants your attention not to keep licking you.
if its himself all animals clean by licking and male dogs in my experience lick them selves quit a bit. he may have a sore patch so if your worried take him for a check up at the vet.

a dog licking is like a human kissing also they clean by licking taste and feel with their tongues so it would be cruel to stop it

Take her to a vet; she sounds like she may have a skin complaint, fleas or even mange. You need to do this quickly so whatever it is wont spread to any other animals
