Probably because European peoples were more inclined to accept such democratic ideologies.

If by "the state" you mean a group of people with a defined territory and an all-inclusive government, this is NOT a European phenomenon. In fact, the first "states" emerged in the near and far east, and have existed all of the world for thousands of years.
