Talk to him. Don't be afraid to tell him that you have feelings for him. You never know, he may just have some feelings for you and is too shy to talk to you first about them.
If he does not have any feelings for you then you know and you can move on. Life is too short to stand by and not go for what you want. I'm not saying that you need to be a slut or anything like that. I'm sure you have gotten responses that say "put out" or "sleep with him" but that may give him the wrong impression on you and you are what matters most. Try to be a happy person. Do what makes you happy.
