If you are asking why did the EU emerge, then it all boils down to feelings that they were becoming weaker separated and that internal inconsistencies economically in europe were strangling trade. It all started with the EEC. Start your research there.

Not sure if you mean the EU or the emergence of the state out of feudal Europe. If the latter, feudalism was a difficult political sphere in which to work. There were often geographically overlapping monarchs who had to gain acceptance from their contemporaries before taking action, and there was no certain tax base. Establishment of States obviated most of these problems and had the added benefit of relegating the church to a religious institution, not as a superior to any feudal - or State - government. Although by the 16th century States were for the most part formed in Europe there were certainly earlier examples (Roman Empire/Greek City States).

Is that true? I though that the Chinese had a multi provinces or state system long before western Europe?
