Israel does not encourage immigration of non-jews. You won't get a work permit, not even a permanent visa. You might
try marrying a Jew but even that does not guarantee citizenship.

No requirements, anyone can immigrate to Israel, If you are Jewish you will get citizenship fast if not, you will get a working permit in about two weeks and a "resident certificate".
Living in Israel is not so expensive but you will need income.

I don't know all of the ins and outs but if you go onto the Irael Government websites it will tell you about immigration.
