Cockatiels are "screechers" who rarely talk, and can only be taught the barest few words, and then only if they are unusually brilliant. They are even less likely to talk if they are with another cockatiel or other bird. They are, however, excellent whistlers, and can be taught to whistle specific tunes if you take the time and effort. Don't bother to try to teach cockatiels if they share quarters with another cockatiel, though.
I used to breed them, so this is from personal experience.

yes I have got a cockatiel now that I have taught to say yes and hello but his favorite thing to say in ank. When you come near her and she doesn't want you to touch her she says ank. I also had a cockatiel before her that wouldn't talk but would whistle the tune to andy griffith.

Yes, ours said whole sentences. You need to repeat the phrase fairly often. Start out by whistling different tunes, they pick that up very quickly.
Ours also used to do a phone ring. An endless source of irriatation for my mum who would go to answer the phone all the time.

YES, he would repeat a few words, bye and ok, but mostly we taught him the wolf whistle. Just keep repeating the things you want him to repeat. You will know in a few months if he is going to talk. Also, it depends on how old the bird is when you got him. Younger birds learn better than older ones.

My cockatiel talks. When I uncover his cage in the morning he says "good morning baby" and he says other stuff too, he says "whatcha doin' baby?" we adopted him from an old lady.

The males talk well and females never. The males are more vocal because the more different sounds they make the more it attracts the females.

My Aunt had a male bird and he talked a lot! He mostly tried to sweet talk his female mate, named Baby Bird. He'd say 'come on baby bird' ' come on darlin' 'pretty birdy' 'pretty baby' 'mikey is a pretty bird'; Wolf Whistled and whistled the 'come here' whistle. It wasn't crystal clear words.. but just like a baby.. you know what they are saying!
