Go to a salon and look at color samples with a stylist. You will be able to put a color swatch (piece of hair dyed the color you might want) next to your skin to see what looks the best for your skin tone. A stylist can also tell you if the particular color will take (look as intended) on your hair; some colors won't take unless hair is already light or lightened (bleached first).

Depends on your skin color. But I think a rich chocolatey shade of brown looks fabulous on almost all skin colors.
