I do use a regular octane fuel, but this noise doesn't seem to have any connection to the engine, and the car does not make any noise pulling hills. The noise emanates from the dash, sounds as though it might be a gear with a missing tooth or something. It sounds plastic, if that makes sense.

The blend door actuator is broken, seen this before, See if it makes the noise when moving from cold to heat on the heater controls. If it is this, then the dash will have to removed to replace the actuator. I hope its something else, theres a lot of labor in changing the actuator out plus the part is around $150.

The '97 Town Car runs on regular octane gas, NOT premium, as someone stated. Check your owner's manual regarding that. Does if only make the click noise while the car is in motion? If so, it could be a noisy speedometer cable perhaps? I had a 1991 Ford Taurus that had a similar noise in the dash and it ended up being a noisy speedometer cable.

The blend door is probably what you are hearing and like you said its not coming from the engine so ignore the idiots that don't listen. And as you probably know it uses regular not the high octane stuff. I couldn't figure out how to get the dash out the first time ever I could get a dash apart. Maybe JOSH S could look it up for you since he is a Ford tech.

I hope you know this vehicle runs with High octane fuel and if you are using regular octane which i think you are the car will make knocking sounds when the engine is under load, i am sure it makes it going up hills too. To be honest there is not much you can do exept use the high octane fuel if it bothers you that much.

Sounds like a fan blade that is rattling against something or other. American luxury cars are full of parts that start to rattle after a few years. I don't think Ford or GM expect these things to be driven very long by original owners.

If its inside the car, the blend door MOTOR for the heater and a/c is stripped.

Bad A/C compressor, cost $150.00 to $250.00, it is summer.
