A step parent adoption would be about the only way he could sign his rights away, as for the child support have you asked they file contempt of court and garnish his income taxes?

I never made my son's father pay child support, I just walked away, didn't even bother putting him on the birth certificate. I will let my son deal with him when he gets older. In Ohio, if it goes through the court system, then they collect the money and dish it out, so they know who is paying and who is not, and how much back pay they owe. If you are fine with her not paying, don't want the drama, and are doing fine on your own, then forget about her. To go after her will just cause you mental anguish, and that will effect your baby. Why are your friends so concerned about her if you aren't? My husband doesn't care whether his ex-wife pays or not either. The child support system is more concerned about the 100 dollars a month than we are. He would rather see her sign over her rights than to pay anything, not like she has seen the boys in the last 6 years anyway. They know she is not a good person, they remember when she was around all the trouble and problems she caused. Eventually, the state will catch up with her if the support is ran that way and they will deduct it from her wages, at least here they do. If you really don't care about the money, and want to make sure she can't take you to court to get visitation, I would have her sign over all rights, that way you will never have to deal with her again unless its the babies decision later in life to meet her.

It varies from state to state. And yes there are ways to have a parents rights to a child removed, not just step parent adoption. But like I said it varies from state to state...county to county even. The only thing you can do is keep the phone calls going to your domestic relations office. I've been doing it once a month for 13 years sadly. The penalty for non payment of child support also varies from state to state. I live in PA and you are thrown into jail for non payment. My sons father lives in MN and unfortunately they do not do that, they only revoke the driver's license :/
