The person who hacked this pc got booted and then found a way back in via Yahoo Messenger. I shutdown Messenger completely. This person decided to take up residence on the wgatray which may be connected to Symantics Norton 2006 and my ISP, as she's able to cause the online connection to be severed through this point. Does anyone have any knowledge on this that they can pass on to me? Be specific please, and thank you.

WGAtray relates to Windows Genuine Advantage. It has nothing to do with any Yahoo product.

wgatray.exe is a process which belongs to the Microsoft Windows Operating System and provides a notification system for Windows Genuine Advantage product validation software. This program is non-essential process to the running of the program, but should not be terminated unless suspected to be causing problems.

If you need to disable it, go to Start > Run and type MSCONFIG and click OK. This will open a new window. Go to the Startup tab and take the check out of wgatray.exe.
