The DA's office may have felt that they didn't have sufficient evidence to prosecute. It happens quite frequently.

Are you stating that your checks were forged and the prosecutor never charged the person who forged your checks?
Could be a few reasons, I think the most likely is if the forger paid restitution they considered the case closed. Other than that unless there was not enough evidence I do not see why he/she would not have prosecuted.
Unless..did the police arrest the person for the forgery, the courts cannot prosecute the case unless an arrest was made.

If you are speaking of an experience where somebody forged YOUR signature on YOUR checks then there are several reasons why they might not have done this. In some cases where you are married or "common law" married to a person and reside together and THEY Forge your signature they will let them off, particularly if the forger was given permission to forge before on a different occassion. My advice is be more careful with who you trust with your checkbook next time.

Uttering a forged instrument.... I looked at the judge and said, I never uttered anything your honor...never said a word... He screamed YOU UTTERED A FORGED INTRUMENT! I said, I thought I wrote a fraud check?
