Get many people to complain and have them arrested. In the meantime, look to move away from that area... You can't argue with ignorant people. Just move.

Get enough people to complain, call the cops (preferably when your neighbors are being loud) and they can give them a fine, possibly put them in jail for the night (depends on your state). They can't confiscate a stereo, that would be theft. But call and make a big deal about it, and get as many neighbors to agree.

Depending on the municipality you live in...
In a house...the police have the power to write a ticket, but really have no power to make them pay it; BUT you can call your municipal by-law officer and have them write out a citation and it goes on their property tax.
In an apartment...they can be evicted if they ignore warnings and is given 60 days notice. Have your super or landlord document dates and times police had to attend.
Unfortunately, in most municipalities excessive noise after hours (usually 2300hrs) is only a by-law infraction.

next time you call the cops, instead of saying the stereo is too loud, say it sounds like somebody is fighting. more cops will show up and they will have the legal right to enter the apartment, even if the tenant does not wish to allow them access.

They can issue a citation. And, depending on your local laws, could potentially arrest them, but that usually doesn't happen. Most people just get a ticket.

i think they could give them a citation for disturbing the peace and if they continue to do it the police may be able to arrest them probably for disorderly conduct if they repeatedly ignore the cop's warnings.
