Yes you can check it. Tell you. For that you must have IC tester and you must have relevant data of that particular IC. or you need to have sampling facility on u r tester. Then place one good IC and in next place suspected IC like that you can sample each gate or pin according to data of that IC. Best way to check it is by replace. Or if you have data for voltage then you can check it by testing voltage on each pin regarding to it's suppose to work.

You would have to have the specs. for the IC. Power it up and test the functions. Another, simpler way is to remove the IC from the circuit and put in a known good one. If the circuit works, the first IC must have been bad.

it depends on the IC, there is no one general test.
