Is it true that if you have oily skin you must moisturize?

I just read that if you have oily skin you should moisturize and it will stop producing so much oil.....which doesnt make sense to me.....

Oily skin creates so much oil you may wanna use a light moisturizer at night and then in the morning use a cleanser made for oily skin. It also helps if you exfoliate once or twice a week but not back to back.
