Since she has become his girlfriend or his wife there must be a mutual agreement in terms of what to do. I would say the risk is a lot higher if she wasn't his wife or girlfriend.

Women already know that you dig their butt, so it is redundant to say it to them out loud. It's like going up to a guy with a mercedes and saying, I'll bet that mercedes cost a lot didn't it? That's not really a compliment, because its too obvious.

He should respect it like he respects (hopefully) the rest of the person attached to it.
He should keep his hands off of it unless directly invited to touch it - it is not his body part and no one is entitled to touch it except the person it is attached to.
