I heard that medicaid is a health insurance program for people with low income. I know a guy, who is an international student, has a social security, good credit standing, white card but very low income and he NEEDS to have a health insurance...

A non-immigrant student is not eligible for Medicaid. Look at question 16 on this page: http://www.cms.hhs.gov/MedicaidEligibility/downloads/Verification4.pdf

Unfortunatly, Lawmakers have made it difficult for U.S. citizen to recieve medicaid, and you have to be first of all an U.S. Citizen, But don't worry you can apply for a gold card, you will have to get in contact with your local county hospital district. yes you can if he is low income enough. apply at your local office. i know.
