Before freaking out, try a few of these things first:
1. Load the last good config using the advanced startup menu. To reach the menu, start your computer like normal and wait for the computer's power-on self test to finish. When you hear the computer beep press the F8 key repeatedly until the menu shows up. Use the arrow keys to select the "Last Known Good Configuration" option and press enter to start.
2. If that doesn't work, select "Safe Mode" from the same menu described above. Then run the system resore utility. You can do this by entering the following command into the "Run..." dialogue box or into any Explorer address bar:
%windir%\ system32\ restore\rstrui.exe (remove the spaces before "system32" and "restore")

Try doing this. Hit Ctrl+Alt+Del at the same time. Click the button in the bottom right hand corner that says New Task. Type explorer.exe into the bar and click ok. If your start menu shows up, go to system restore and restore your computer to a date before the problem started. If this doesn't work, hold F8 as your computer starts. A screen showing the Safe Mode option should show up. Pick Safe Mode and use system restore once you get into windows. System Restore is located in the control panel in the performance and maintenance section if you don't know. Hope it helps...

I'd probably just recommend doing a recovery/reinstall of the OS if it comes to that and then get any important files back using a data recovery tool called GetDataBack (download from BitTorrent).

Looks like a virus got ya. If you have your original software for your XP then insert that disk into your cdrom, and see what it tells you to do. It will examine your hard drive, and your Operating System. You should be able to re-install, but my guess is you didn't have an anti-virus program up to date, and it got ya. Ron

Put your cursor as close to the bottom of the screen as you can and right click. It should bring up an arrow pointing up and down. Just try to grab what's there and pull it up. Your taskbar should appear.
Hope that helps.
P.S. If you have a boot disk put it in and boot up from drive.

wow ... you have lost your windows program and possibly even you hard drive. You can change it all out yourself if you have your stuff backed up or if you have the original disks your comp. came with. You will, however, have nothing you had saved before. That new hard drive is gonna cost you some cash.

Save some money, find some professional help, and get them to fix it for you (ex. Geek Squad). If you can't, you're screwed.
