In another countries our government,here in USA no one.

I am assuming you are speaking of the homeless in America. Well if you are a Christian and follow the teachings of Jesus, you, me, and everyone else is. (Other religions also believe this) Otherwise, no one. Yes, we would like to believe that is the government. But, when our goverment was first set up. The "responsiblity" fell to the local people and local churches (the exact set up escapes me at this wee hour).
As for other countries, that would depend on their freedom, religion, and form of government. A dictatorship would not be concerned with your welfare. Look at North Korea and Cuba.
My personal belief is "if you give a man a fish he will eat for a day, teach a man to fish and he will be able to feed himself". Give people the skills and support they need to change their life. Also, some people CHOOSE to be homeless. I know, I don't get it either. But, sometimes we are trying to "save" people who don't want it or need it. Unfortunately, there are many homeless people who have mental illnesses and refuse help or treatment. That is a hard population to figure out what to do with. Then, you have those people who truely need help. These are the people you need to seek out.
Churches and local organizations are a great place to start looking if this is a population of people you truely want to help. You could start by calling some of the local human services offices and see if they know of any organizations you can get involved with or, again, local churches to see what programs they run or may know of.
But remember, you can only help those that are ready to accept the help. My favorite saying for this is "you can lead a horse to water but you can't make it drink". Good Luck.

in one hand we all are, then again nobody is. i was homeless for a short time, and it was no fun. but if you really want to change the situation you can.most homeless people say they are home free not homeless. in other words,no responsibility. some of the people choose to be homeless so they do not have bills either. while others have mental health issues.

From looking around it seems like its the other guys problem.Its a sad sad thing in this day and age where most of society is so hardened towards the poor and hurting of it's own people.

What we can do[as Christians] use our tithe responsibly and only give to groups that are involved in helping the poor and homeless.

My first thought is well ... themselves. They should have most of the responsibility since it is actually them that are suffering. I know many people who have been homeless and worked their way out of it.

Besides that charitable organizations can run shelters and soup kitchens. If any government, it should be local government. Enough tax dollars go to subsidize hospitals for their care and other programs already there for their use.

The homeless are responsible for themselves - I'm sure there are some exceptions - but just giving up trying to improve your situation is your own decision - They should be offered some help - but that help should not go on forever.

It is like the people who CHOOSE to be on welfare - you can't say that it does not happen - I live in Memphis, TN and on LIVE TV people who were on Welfare were offered jobs - they turned them down - Why should I have to pay for some one Else's FREE meal?

The homeless is the start. If they are willing to accept responsibility then they can be helped otherwise they are screwed.

I think your local civic/non-profit organizations. Groups like Salvation Army, local churches, etc. I don't think the government should be involved. Local groups know, or can easily find out, if the person is making an effort to help themselves. If the local groups help, and help, and help, and the person is just lazy and won't do anything for him/herself, then the last bit of help the local organization should offer is a bus ticket to........................well, anywhere except there, where they've proven time and again that they won't make an effort on their own behalf.

no body is responsible for taking care of them, they have to dig themselves out of the hole they created for themselves
