A really good book on this subject is titled "The Road to Hell", which is something the Devil should appreciate.
The book is about the misuse of funds collected for African relief (as in, the road to hell is paved with good intentions).
Rather than not donating, I would say to be careful in how you express your generosity. You are actually hurting the people when you give money to their oppressors.
You hurt the farmer when you give free food.
You hurt the seamstress when you give your clothes.
Get the picture? I believe Africa would be much better off if we engaged in free trade rather than flooded them with necessities while financially supporting warlords and kleptocrats.

Difficult question. Personally, I agree that the money might be better put to other purposes. However, most of the continent is constantly on the verge of collapse and where stability does exist it is in danger if the chaos spreads. Stable countries are usually (not by any means always) predictable whereas choas can breed anything, including terrorist training/staging areas. Remember that South Africa has already produced nuclear weapons.
Personally, I believe that we should follow through with the debt cancellation initiatives, actively support stable governments diplomatically, take actions to increase economic development, and continue to support non-goverment organizations working to better the lives of the people. I also believe that we should push for UN military deployment to the Dafar region. Beyond that, I don't believe that we should continue to provide the governments with money.

Read the book adventure capitalist, some investor goes all over the world and talks about the countries he visits and he talks about all the scams in Africa, alot of what you donate to africa, whether it is money, food or clothes, usualy ends up in some politician or NGO ceo's pocket or food and clothes end up just being sold in markets, never given away for free.

I think we should take care of those here first...I don't mean to be selfish but we have enough people here that need help yet our government chooses to send money to other countries while we go without...I have never been totally without but have gotten to the point where I have needed help and was turned down

Our Govt.( Aust.) should stop donating to every other bugger as well,,,if the pollies would get their heads out of their bums they would realise how many of our own are suffering,,homeless,,health system,,poverty stricken,jobless,,the list goes on ,,all these issues need to be addressed before another cent is sent overseas!!!!!!!!!
