Because statistically, believe it or not, the fewest # of jobs are found on line. The reason for that is poor odds...if a job is posted, thousands of applicants see it & they apply (including under qualified people). Chances are, you will not be selected. (less than 5% of jobs are found that way according to the experts).
Statistically 60-70% of jobs are found through networking and 20% through headhunters, so I'd suggest trying those methods. Also, consider buying a book on the subject. I'd suggest John Lucht's "Rites of Passage for $100,000- million+ salary." It's definitely worth it.

Prob cause he is applying for jobs he needs on the job exp for or he is under qualified. he may even be over qualified. book smart doesn't always mean you can do the job. he may need to apply for some internships first to get exp.
