Half these answers are asinine, the other half are what you have heard a thousand times before.
Try this...
When you walk down the street, look girls in the eyes, and smile as you walk by.
If you are in an elevator or on an escalator, looks a girl in the eyes, and say "hi".
DO NOT look at women over your shoulder as you walk by them.
DO NOT stare at their breasts like you are trying to find Waldo.
And most importantly of all,
DO NOT try to act cool.
After you are looking girls in the eyes, you will not be to embarrassed to talk for a few minutes, then a few more. etc...
Good luck.

Maximize your potential.

First, start exercising, get into shape.

Then, look in some magazine and see what the guys are wearing in those magazines. Pick the magazine that you think the kind of girl you want will read. Copy that style, but maybe tone it down so you don't seem like you are trying to be a male model or a poser.

Then watch lots of chick flicks and see what kind of crap girls like.

Then you have to be CONFIDENT, the most important thing. Feel free to make crap up if you need to have a charming story. Be MOSTLY nice, but a little mean too. It is also good if you have some story about how some girl broke your heart so that the girl will think she can teach you how to love again and blah blah blah (that is a big theme in the stuff they watch and read).

Then, try to be thoughtful, funny, and make her think you are popular.

If you have a little money that helps too, but it isn't the biggest deal at your age.

Remember, CONFIDENCE is the key. If you strike out, who cares, millions of guys do everyday, your friends will understand, and you will eventually score.

Don't be a chicken.

Not knowing you personally, it's hard to say what you're real problem may be. I'll give you a few generic pointers, and hopefully that will get you started.
1) If real-estate is about location,location,location...dating is about HYGIENE, HYGIENE, HYGIENE. Yes, you MUST bathe, brush teeth, comb hair, wear clean clothes. IT DOES MATTER. Women have a better sense of smell than you do AND their biological intuition will rule you out as a candidate quickly if you aren't taking care of your body.
2) Cologne is good...not lots of it, but a hint is enough to drive a woman crazy. :) My personal fav on a man is Hugo, but every woman is different. Pick a scent you can live with and don't leave the house without it on you.

3) Pay attention to subtle hints women drop. Did she make eye contact with you on more than one occassion and she isn't your employee? That's a good sign. Did she laugh at your jokes? Hit you? Engage in any sort of physical contact with you at all? Smile when you're near her? Pay attention to you? These are clues. Does she drop by to visit for reasons that seem kind of flimsy? Again, another good sign. Remember: It isn't really true that nice guys never win, the problem is most nice guys NEVER joined the race in the first place.

4) If you find a girl you are interested in, find out something about her. Ask questions about her - everyone loves to talk about themselves. Make mental notes and use what you've learned. Also, be creative. Please, don't use the same pick up lines you've used on the last 30 girls.

You should try asking girls out. You could start with informal dates like coffee at first. Also another good idea is if you can get a friend to play match maker. If you have girls that are just friends they usually would be interested in the opportunity.

Easy!

Go to the record store and talk to a girl or two about popular music.

Go to the market and ask advise of a girl or two about cooking.

Following these and similar ideas will give you a chance to meet
girls and if one finds you special you will start dating!

Good Luck!
