ran regedit to look for pending instalations
rename wininit.ini and rebooted
still can't reinstall I.E. 6 to get rid of mesage

ususally rebooting your computer will complete the first installation, and then you can start the install of ie 6. if you have further troubles. the people at yourtechonline.com helped me before. I am sure they can help you.
