Yes, this is new way of saying difficult child; ie, strong willed, aggressive, etc.

Just search for "spirited child" and be sure to use the quotation marks. It will bring up hundreds of sites. There a book out there about the "Spirited Child" -- don't know the title right off hand, but my friend had a spirited one and it helped her understand him and gave her great tips of how to deal with him.
