Heres a wild guess at answering a very vague question. Maybe it has to do with a lot of hispanics that dont learn English and live in the US. Its hard to assimilate with people you cant speak to. It can also be unnerving to be near a group of people speaking a foriegn languge if you cant understand them.
I have many hispanic friends but they all speak English. I used to have some good friends that lived in an hispanic niehgborhood. Some times I would be out side when groups of non-English speakin people were near by. We would try to talk and we did get along. Yet it was uncomfortable not knowing what they were saying or if they were talking about us in front of our face without our knowing.
I think a lot of discrimination and prejudice comes from being uncomfortable with people you cant understand and cant speak to for lack of English. The average "Joe" doesnt think it all out. He just knows he is uneasy around "those" people. Thats that. Meaning "those" people who dont speak English.
There would be a much larger assimilation and appreciation between races if the new arrivals made the effort to learn the language of English that most assimilated Americans speak. Many English speaking Americans resent that our government caters to other languages when the lack of communication abilities of new commers causes distress and distrust. The government should be making larger efforts to help teach English.
If any one came to my door from another country and spoke to me in English I would be relaxed. If a foriegner came to my door speaking a languge I dont understand I would politely try to help him, but inside I would just want him to leave. I think its a natural reaction. If the language barrier were reduced I thinjk there would be much more comingling of the races and less discrimination.

"Latin" which happens to be a part of Italy. I am of Mexican decent born here in the USA and when things happen to me I speak up. I ask questions and I participate in our society. Some people agree with me and some do not, other dislike me and other like me. I guess that I am just like any other folk. I don't know your answer!

Please clarify as this question could mean any of at least 3 things:
1) Latin people are discrimated against. (target of racism/bigotry)
2) Latin people discrimate. (racist/bigot)
3) Latin people are discriminating. (selective)

well, to Hydrophora's comment, many people in this country actually speak two languges, or even three, like me. They might just use a second language when it suits them in a situation.
