In arithmetic, the figures are rounded to the nearest whole integer, for example, 2.6 is rounded off to 3. So by purely arithmetic standards, you should consider yourself 5ft4. In business also, you find shoes, airline tickets, books etc priced like $449.95 or $995.95 which actually and practically comes around to $450 and $1000 only, so by business standards also you can coolly pass of as 5ft4. By the way unless you are a nanophysicist or something does a quarter of an inch really matter?!

Go ahead and round up -- why does this matter anyway? It's not like someone will whip out a measuring tape to challenge you about that last quarter-inch!

it's a preference. most people I know insist they're an inch taller than they are anyway. But I would say round up- over 1/2 inch you can add an inch.

They should consider themselves five foot three and three quarter inches. I count every inch as I feel I am short at 5' 4".

I will also recommend rounding up, especially since shoes typically add a half-inch or more.
