It can be a sign of full anal glands or worms. So next time you are at the vet (sooner rather than later), ask him or her about it to make sure it's not one of those. Otherwise, it's probably just itchy butt.
If it is anal gland issues, try feeding a better quality diet. My dog did this sometimes when she was on a lesser diet, but now that she's on Natural Balance (Not Nature's Recipe, not Nutro, not Natural Choice), it never happens.

Oh yeah, I have a Border Collie named Sheba who rubs her *** on anything that will "scratch" her "itch"! If your dog has alot of hair or long hair around their butt, sometimes a little pebblet of poop sticks to the butt hair and its uncomfortable so they're just taking care of the problem...it seems like this condition surfaces mostly when we're at someone elses house or when someone is just commenting on how pretty she is and what a good girl she is!!

Sometimes if they rub their behind on the floor or ground it is because it itches and they have worms. My dog rubs her head and neck on the ground in icky stinky stuff and comes inside smelling gross. I don't know why she does. I yell at her, but she does it now when I'm not looking. I get so mad because it's usually right after she had a bath.

They either have worms or their anal glands need to be emptied. I just learned that last gross little fact last week. My cousins dog has to go the vet to have them emptied. When they get full her butt itches and she rubs it on the floor.

dogs commanly rub there bums on the floor or drag them along when their anal glands have become full or blocked. The best way to sort this out is too take him to the vet and get them to clean out his anal glands.
Please don't try to do it yourself beacuse a) that stuff is extremely smellly and b) you could rupture his anal glands which would cause him severe problems.

Yeah my dog chases his butt and rubs it on the rug.
He does not have worms or anything, but all he does is chase his tail and rub it on the rug or me if I am sitting down.

Dogs have anal glands that get impacted sometimes. They have to be expressed. If you don't know how to do it, you could have a groomer or vet take care of emptying the glands.
