pros and cons of centralised facilities(1 main plant where all waste goes to) vs individual facilities(each section of plant has own waste treatment plant)

This is a complex problem. One primary concern is wastewater transmission. Since wastewater is not pressurize (think about running pressurized sewage through town), excavation and infrastructure costs can mount if the plant is not centrally placed. Also, operating costs for per facility are low for this type of plant (there aren't many additional employees needed just because there are 2 plants instead of one, example your cost would include one additional security detail, but only 1 receptionist would still be necessary), so its likely that multiple facilities would make sense, from an economies of scale standpoint.

All of this is just banter, however, since you'll need a PE engineer to approve any plans you have. A civil engineer would probably be able to answer most of your questions without even visting.

cons: big facilities can be very expensive (some times), obsolete quickly. think about a city with a wastewater treatment per each home (septic tank) it will never be obsolete or smaller than the city needs.
each section can be maintained easy in a individual facilities.

pro: If you have individual systems with issues. Well, obviously if a system goes down or needs maintenance, most if not all of the other systems can be kept up and running.
