Dealing with neighbors is a nightmare. First, try asking them nicely. Make a video tape and show them how annoying this is. Offer to split the cost of having the dogs surgically debarked. Personally, I'd move before I'd live next to a neighbor like that, but sometimes that's not an option. I have a neighbor who goes to work early and slams his car door shut outside my window every morning. I've padded the glass with those closed-cell foam mats they make for gym flooring and keep a noisy fan or wind machine on while I sleep. That helps a lot.

Sounds like you've taken the high road so far in a very frustrating situation. Some fools recommend killing the dogs, which is ridiculous. It's really not the dogs' fault and killing a pet dog is a felony in most states, especially if it's on your neighbor's property. Bad neighbors are big on retaliation. If you kill his dog, who's to say he won't burn down your house? And his next dog might be worse. If you're intent on committing a crime, kill your neighbor instead. (Just kidding!)

Most areas have noise or nuisance laws - sometimes calling the cops can help, sometimes it can make it worse. Animal control will only seize the dogs if they are abused (ie, no shelter, no water, no food, etc). If you don't mind risking a war, get witness statements from your other annoyed neighbors. If the cops won't help, I'd try calling your local TV station and see if they want to do a human interest story on lousy neighbors. Show them as much documentation as you can, pictures and a log of how many times you have called the cops and gotten no help.

Hmmm... Make an audio tape of the dog barking, call your neighbor (from a pay phone!) and play the tape really loud at three in the morning?

Talk to your neighbor. They may not realize the dogs are bothering you. We have lots of dogs in my neighborhood and none of them bark unless there is something to bark at. They all get each other going if a stray dog or person is in the area so they are a great security. However, nuisance barking is another matter. Your neighbor's dog has a problem and your neighbor must figure it out. The dog may be bored or lonely or hungry or all three. He should at the very least bring in the dog at night. If you are not able to talk to your neighbor, or your neighbor does not deal with the problem than call your police department. It is your right.

I suggest just going over to your neighbor's yard and talking it through with them. See if there is any way the dog could be trained, such as a shock collar or obedience school. I have had the experience of an ever-barking dog next door and I know what it's like. So hang in there and you'll do alright.

First....talk to your neighbors. Tell them that you cannot get any sleep because their dogs are continuously barking. If they are left outside, ask them if there would be some way to take them in at night. If they tell you that there's nothing they can do, tell them you have no alternative but to file a complaint with the police department. If they don't want to take care of the situation, let them know that someone else will!

I think my first question is WHY are they barking so much? Are they left outside all the time? Do they have food, water, shelter from the heat? Are they just playing with each other? What are the circumstances? Do you see your neighbors interacting with the dogs or are they just left outside all the time.

Dogs will bark that is true but a constantly barking dog ususally has a reason. Please check it out, the dogs may need your help.
If they look well fed, have water, shelter, etc. talk to your neighbor.
Keep in mind it is NOT the dogs fault. PLEASE do not harm the dogs!They are trapped in that yard. It is the responsibility of their owners to see after them. Sounds to me like the dog owners are your problem.

Have you asked your neighbors about the barking? Maybe they can bring the dogs in. If they are disagreeable you may have to make a formal complaint with the local police to build a case to force your neighbors to take action. Good Luck.

The proper people to call would be animal control in my county (been there done that) or whatever they call it in your area. They'll give a few warnings but by number three the dog gets impounded. Calling the police in my county has the police tell you call animal control. Of course in most cities after 10 in the evening people are "disturbing the peace" and then police or sheriff are the ones to call.

I had a similar situation; after 9:PM
i called the police; told them about the barking dogs in my neighbor's yard; the police came to speak to the owners; about their barking dogs. they sure took care of that little problem for me. make sure you have their address.
I feel after certain time of the night,
you have the right to have peace and quiet

Call the police and file a complaint. That's the only thing you can do short of directly confronting your neighbor about the problem.

Call the cops! This may not be the most friendliest thing but it is the right thing to do if the dog continulously barks!!!!
