yes, you can if you go to a college funded by them, I checked there site (for the first time in my life) since I was curious as to how they can get away with discrimination when it's illegal to do so

a quote I found "UNCF awards scholarships to undergraduate and graduate students attending UNCF member schools and other schools across the country. UNCF also supports faculty members through grants for research and dissertation completion.

To be considered for a UNCF administered scholarship, you must meet certain basic eligibility requirements:
1. Students must have a minimum grade point average of 2.5 on a 4.0 scale
2. Students must have unmet need as verified by the university financial aid office
3. Students must complete the Free Application for Federal Student Aid (FASFA)
4. Students must request that the Student Analysis Report (SAR) be sent to the financial aid office at their college or university

and I have heard of other whites, latinos and even Native American descent persons (I have a few distant relatives who live on the Reservations) who have gone to Historically Black Colleges and so why not? YOU are not going to barred from getting a degree from them, it's to help ALL SOCIETY and they have a fund to give money to colleges that would not otherwise get that MUCH money...but award recipients are scientist and doctors and professionals of all backgrounds...from what I would think...
also another site said "The diversity on UNCF campuses, which are populated by African American, Asian, Hispanic, Native American, White and international students"

google them and check their website, but as it's the united ***** fund, i'm not sure they would be of any help to you. have a look around and see if there are other funds to help indigenous americans or pacific islanders. in new zealand and other islands where polynesians are the indigenous population i think there are funds set up that might be of more use to you. also check the individual universities web sites and see what scholarships are available. good luck
