electric pulse, i don't think so, but what about a sound with a subliminal message that tells them: !shut up! and sew your mouth.

Only during a lightning storm. Hang up or use a portable phone at the first signs of thunder. Telemarketers are people too and are often trained to be very persistent. Dealing with a telemarketer is a great opportunity to practice being civil. If you are not interested, thank them politely for calling and hang up. If you don't want such calls get on the Do Not Call list which does not apply to charities or politics but should limit calls. Follow the Golden Rule; but do it first.

No.
Almost all local telephone switches are digital now. That means that the only analog, electrical portion of the signal is from your phone to the local telephone building.
There, it is converted to a digital signal and routed over a digital fiber-optic computer network to the phone company switch nearest the other end. If it's a big business, the telemarketers probably have their own telephone switch, so it's digital network packets right up to their front door.
All a power pulse would do is burn out your personal phone circuit and get your local phone company really mad at you.

With the job market the way it is that probably is the only job those poor people can get. At least they're working. They are just trying to make a living like you and me and trust me, most of them hate their jobs. I had to do that for a little while and it was humiliating because I couldn't get a f'ing job and I have plenty of skills. You would be surprised who you find in those call centers. A lot of disabled people, really educated people, all kinds. Because we have such a smart president who cares about his country's people a lot of folks can't hardly afford to live anymore so at least it is some income. You should think about that next time you are mean to one. It's very simple to stop it, put yourself on a do not call list or politely tell them to not call anymore and they won't. Not all of us are living the good life like you buddy.
Now, if they are from India or elsewhere besides the USA I agree with you. Burn not only their lips but their f'ing faces off.

How would overloading your phone burn out the other person's headset? ..
Any number of systems would fail first, including the other end's computer/phone. Even if the headset itself burnt out it probably wouldn't actually burn.

Regrettably, no. But you can sign up on the Do Not Call list to get rid of most of them.
