If both parents are U.S. citizens, then you will have no problem bringing the child to the States. If your child's other parent is not a U.S. citizen, but you're married, you can petition for them to get a greencard as the spouse of a U.S. citizen, if your spouse is planning on coming here to live with you. To petition for your child, make sure you have their birth certificate from the foreign country, and proof that you're a citizen. Then, you'll either have to file an N-600 or an N-565 for your child to get his/her certificate of citizenship from your local immigration office.

Go to the embassy at that country and they will give an American passport to the baby, they pretend that the baby was born at the embassy (remember that the US Embassy is US Soil!!) It's pretty cool actually.
