Ohh y god it is bad, parrots, and toucans in particular cannot handled much more than a 20 degree temperture change in a 24 hour period, and a small bird like a parakeet cant handle it, its body isnt designed to handle extreme cold, its body design allows it to stay cool when its hot. My friend left his parakeet outside in 30 degree weather for 10 minutes and he died

First of all, wild parakeets (assuming that you're asking about a budgerigar parakeet) do not live in the tropical area, in fact they live in the deserts/inland of Australia where temperature soar beyong 120 during the day, and drop to 30 - 40 during night time.
I would say, yes the parakeet will be affected in some ways with the sudden temperature change, but it won't kill it if you keep it as warm as possible and definitely keep it away from draught, and definitely keep him indoor. It might be a bit quiet for the first few days, but it is acclimatising to the weather. If you have heater, turn that on, it'll help the little guy a great deal to be able to not spend all his energy warming himself up....

Only if the bird is itself outside in the snow will you have problems. Keep the bird inside in the heated house. Parakeets are tropical birds, they cannot survive the cold unless they are kept indoors in a warm climate. But otherwise, sure, they can survive a move just fine. Check with your veterinarian, who can offer suggestions on making the move as stress-free as possible.

parakeets come from an area where it often times drops to around 40 degrees at night and then warms up again during the day. they can survive cold weather for short periods of time but not more than a day or two should they be left in it.

Yes; they are warm-weather birds, and will need to be kept warm in cold weather.
