I heard this quote somewhere, and I'm trying to figure out who said it and when.

Never heard that quote, but I love this one:

"Democracy is a pathetic belief in the collective wisdom of individual ignorance." HL Mencken.

I don't know who said that, but, I've always heard that in court, ignorance is not an excuse.
