Wow, that can be annoying.
I woulld say, and have said before in the past, that whenever this person asks a question they are breaking your train of thought and hindering your progress towards whatever it was that you were working on. I usuallly try to say it in a way that makes them feel a part of whatever it is I am working on so they do not want to interupt.
I also would say that, "I trust you to figure out the answer because I believe you are smart enough" or "I trust you to handle the problem on your own without asking me questions, I know you have knowledge enough to figure it out."

It would depend on the question being asked and who's asking it. If it's somone who has a genuine question, answer it. If it's someone whose just acting stupid, tell them to go take a flying leap!!!!

I usually divert their attention with a good tv show like "Sesame Street". Works for about an hour.
