most areas have a crime line that you can call to report things. Just call from a payphone and don't give them your name.
Sounds like emmysue might be the drug dealer you're thinking of ratting on. Who in their right mind would want a drug dealer living in their neighborhood? I would report it in a heartbeat.

They need more than a complaint from a neighbor to get a search warrant. They need evidence. If you think you can remain anonymous forget it. The drug dealers lawyer has the right to know who ratted out their client so they can check your background in an attempt to discredit you. If they find dirt on your background the case could be thrown out and you will have an angry neighbor.
An anonymous tip to the drug dealer to tell him the police are watching him might get him to quit the business without anybody being hurt.

The best way is to call by phone so you can have a conversation with the officer. This gets more information. It takes a lot to get a search warrant, even if they can get one. You may only have enough to pass on some information.
If you are worried about being anonymous call from a different phone than your house, because of caller ID. I would not be too concerned about this, they will not give your name if you say not to.

You could either call your local police department or most states have drug tip lines set up where you can tip them off anonymously about drug activity and receive a reward for it.

There are anonymous tip lines. Give them the address and times of most activity. Don't give your name and don't use your own phone and do it when you are not home. They will have to gather evidence on their own (besides your tip) for a warrant.

Go to the pay phone around the corner, dial 911, and tell them you saw someone run inside the house from outside, waving a gun around small children.
