what are the odds that shes allergic to the birds and not the cat?

The only thing about the bird that she could possibly be allergic to is the dander. I hope you had your birds checked for psittacosis.
I think it's more likely that she's allergic to the cat. Dander allergies are not all that common, whereas cat allergies are, but that doesn't mean anything really.

You can be allergic to finches. I remember because (I am 22 now) but when I was in elementary school, another student was allergic to the teachers' finches and she had to keep them far away from each other.

More likely, it may be the dog.

I SUGGEST YOU MAY WANT TO LOOK UP THE SYMPTOMS OF HISTOPLASMOSIS. HISTOPLASMOSIS IS CARRIED IN BIRD DROPPINGS. HISTOPLASMOSIS BECOMES AIR BORNE WHEN THE BIRD DROPPINGS ARE DISTURBED.IF YOU ARE RAISING BIRDS OR ARE LIVING IN AN AREA WHERE BIRDS TYPICALLY ROOST AND THE GROUND HAS BEEN DISTURBED AND YOU HAVE FOUND NO ANSWERES TO HER PROBLEM YOU MAY WANT TO CONSIDER HAVING HER TESTED .

It could be both. I have had finches for more than two months and I'm almost always down with hay fever.

it is probably the dander from both take her to
an allergy Dr. to be tested & good luck

Zyrtec worked for my son's allergies
