It's an oil filtration enhancement.
You can't filter all of your oil ("Full-flow") through a very fine (1-micronish) filter because it will cause a huge pressure drop in your oil system. What you can do is send your full flow oil through a large filter (10 micronish), and cycle a percentage of your oil ("Partial flow") through a very fine filter, which over time will strip out these particles which cause engine wear and injector problems.
Puradyn also heats the side oil to drive out water and put back additives that are consumed in neutralizing acids over the life of the oil. The supplementary filter is a good place to do that as you don't have to try to heat all of your oil at once which may consume a great deal of energy.

A quick search of Yahoo brought up the answer to this...a puradyn filter cleans the lubricating oil in a hydraulic or diesel engine.
The reason this question caught my eye is because I send out reports for an oil analysis company and we frequently get oil samples in from Cummings engins :D
