Why would I want to write a complaint to give to your sheriff?

Just give them a call - but don't call the 911 number (that is for emergencies). They can answer yyour questions and if there is an issue requiring follow up investigation, they will prepare a report - which you can request a copy if you need one. They get inquiries all the time - good luck.

go to the police department, make your complaint, they will record it on the proper form to give to the sheriff

Go in person. They will take your statement verbally, while tape recording it. They should also give you your own copy of the tape.
